PM RELIEF FUND (www.aajtak.in)

 नन्हे तीन वर्षीय रिषु और उसकी मां संगीता को उसके पिता ने घर से बाहर निकाल दिया था क्योंकि रिषु के दिल में सुराख था. संगीता बचपन में ही अपने मां-बाप को खो चुकी थी. सो, मजबूरन मां-बेटे ने लखनऊ के एक छोटे से मस्जिद में शरण ली. तब सपा सांसद अखिलेश यादव (अब मुख्यमंत्री) ने रिषु के इलाज के खर्च के लिए प्रधानमंत्री को चिट्ठी लिखी. जिसके बाद प्रधानमंत्री राहत कोष से 50,000 रुपये की सहायता जारी की गई. लेकिन हार्ट सर्जरी के लिए रिषु को पीएम राहत कोष से मिली मामूली सहायता की खबर आरटीआइ एक्टिविस्ट अजय कुमार गोयल के दिल को छलनी कर गई. आखिर पीएमओ ने किस आधार पर मामूली राशि मंजूर की? निर्णय के लिए क्या तरीका अपनाया गया? अगर पीएमओ ने रिषु के परिवार को गरीब माना तो उसे इलाज के लिए उन अस्पतालों में क्यों नहीं भेजा जहां गरीबों का मुफ्त इलाज करना अस्पतालों की कानूनी बाध्यता है?
जेहन में घुमड़ते सवालों को गोयल ने फौरन आरटीआइ आवेदन की शक्ल दी और रिषु को मिली मामूली मदद का आधार जानने के लिए फौरन प्रधानमंत्री कार्यालय से सूचना के अधिकार के तहत फाइल दिखाने की मांग की. लेकिन पीएमओ ने इसे थर्ड पार्टी मामला और रिषु की निजता में दखल करार देते हुए आरटीआइ कानून की धारा 8(1) के तहत फाइल दिखाने से इनकार कर दिया. इस धारा के तहत किसी व्यक्ति से जुड़ी निजी सूचना नहीं दी जा सकती. लेकिन गोयल कहते हैं, 'जब रिषु को मिली मदद की खबर सार्वजनिक हो चुकी थी, तो यह थर्ड पार्टी मामला कैसे है?'
यह मामला केंद्रीय सूचना आयोग पहुंचा, लेकिन गोयल का आरोप है, 'तत्कालीन केंद्रीय मुख्य सूचना आयुक्त वजाहत हबीबुल्ला ने मेरिट पर फैसला नहीं दिया था, क्योंकि वे खुद पीएमओ में संयुक्त सचिव रह चुके हैं.' लेकिन इंडिया टुडे से बातचीत में हबीबुल्ला उदाहरण देते हुए कहते हैं, 'अभी उत्तराखंड में सैलाब आया और राहत कोष से राशि दी गई. यह जानकारी सार्वजनिक की जा सकती है कि राहत के लिए कितनी राशि दी गई, लेकिन उस पैसे से किसका घर बना इसकी जानकारी नहीं दी जा सकती.' देश के पहले मुख्य सूचना आयुक्त हबीबुल्ला जो खुद पीएमओ में संयुक्त सचिव के तौर पर राहत कोष का प्रभार संभाल चुके हैं, मानते हैं, 'इस फंड में पारदर्शिता होनी चाहिए. किस मुद्दे के लिए राशि दी गई, उसे बताया जा सकता है. मैंने सीआइसी के तौर पर अपने फैसले में कहा था कि राहत कोष भी लोक प्राधिकरण (पब्लिक अथॉरिटी) के दायरे में आता है.' लेकिन पीएमओ इसे नहीं मानता.
कैसे और किसके लिए है कोष?
यह सवाल जितना सीधा है, जवाब उतना ही पेचीदा. इस कोष की स्थापना देश के पहले प्रधानमंत्री पं. जवाहरलाल नेहरू की जनवरी 1948 में जारी अपील से हुई थी, जिसमें उन्होंने पाकिस्तान से आए विस्थापितों की सहायता के लिए प्रधानमंत्री राष्ट्रीय राहत कोष बनाया था. उस अपील के मुताबिक फंड का संचालन एक कमेटी करेगी, जिसमें प्रधानमंत्री, कांग्रेस अध्यक्ष, उप प्रधानमंत्री, वित्त मंत्री, टाटा न्यासियों का, प्रतिनिधि और प्रधानमंत्री राहत कोष की प्रबंध समिति में फेडरेशन ऑफ इंडियन चैंबर्स ऑफ कॉमर्स द्वारा नामित सदस्य होंगे. लेकिन पीएमओ की वेबसाइट के मुताबिक, सारे निर्णय पीएम ही विवेक से करते हैं. अब इस कोष का इस्तेमाल बाढ़, चक्रवात, भूकंप, दुर्घटनाओं-दंगों के पीडि़तों को राहत देने के अलावा दिल की सर्जरी, गुर्दा प्रत्यारोपण, कैंसर जैसी गंभीर और महंगे इलाज के लिए भी होता है. यह फंड बजटीय प्रावधान से नहीं, बल्कि नागरिकों, कंपनियों, संस्थाओं से मिले दान से संचालित होता है. इसमें दान करने वालों को अंशदान पर इनकम टैक्स भुगतान में छूट मिलती है. लेकिन इस फंड से मिलने वाली सहायता के पात्र व्यक्तियों के चयन की कोई प्रक्रिया नहीं है. सहायता पूरी तरह से प्रधानमंत्री के विवेक और उनके निर्देशों के अनुसार दी जाती है. इस कोष का काम पीएमओ के संयुक्त सचिव स्तर का अधिकारी राहत कोष के सचिव के तौर पर देखता है, जबकि उनकी सहायता के लिए निदेशक स्तर का अधिकारी तैनात होता है.
आपदा के समय प्रधानमंत्री राहत राशि का ऐलान करते हैं, लेकिन गंभीर बीमारियों के लिए गरीब व्यक्ति एक सादे कागज पर आवेदन दे सकता है. लेकिन इस कोष से हर किसी को सहायता मिल जाती है, ऐसा सोचना नासमझी होगी. पीएमओ से उपलब्ध आंकड़ों के मुताबिक, वर्ष 2000 से 21 सितंबर, 2008 तक 2,14,558 आवेदन आए, लेकिन इस दौरान सिर्फ 82, 310 लोगों को ही राहत कोष से सहायता मिल पाई. ये लोग कैसे चुने गए यह कोई नहीं जानता. न आप यह पूछ सकते हैं. यानी यहां घोटाले का पूरा सामान तैयार है.
यहां एक और बात दिलचस्प है कि जब रिषु को दिल की सर्जरी के लिए पीएमओ ने 50,000 रुपये की मामूली सहायता दी, उस वित्तीय वर्ष 2008-09 में पीएम राहत कोष में कुल 1,611 करोड़ रुपये शेष थे, जबकि 2011-12 में 1,698 करोड़ रुपये. रिषु मामले पर अजय गोयल सवाल उठाते हैं, 'पीएमओ ने वित्तीय मदद की बजाए ऐसी व्यवस्था क्यों नहीं की, जिससे रियायती दर पर सरकार से जमीन लेने वाले अस्पतालों में उसका मुफ्त इलाज हो सके. आखिर पीएमओ ने उन अस्पतालों को गरीबों के इलाज के लिए धनराशि क्यों जारी की, जो कानूनी तौर पर गरीबों का इलाज करने के लिए बाध्य हैं.' इस कोष का ऑडिट संवैधानिक संस्था कैग नहीं, बल्कि बाहरी चार्टर्ड एकाउंटेंट करता है.
छुपाने के लिए सुर्खियों में कोष
2005 में सूचना के अधिकार अधिनियम के लागू होने के बाद से प्रधानमंत्री राष्ट्रीय राहत कोष सूचना छिपाने को लेकर ही सुर्खियों में रहा है. हालांकि केंद्रीय सूचना आयोग प्रधानमंत्री कार्यालय की उन दलीलों को खारिज कर चुका है कि वह आरटीआइ के दायरे में नहीं आता. प्रथम सूचना आयुक्त हबीबुल्ला ने शैलेष गांधी बनाम पीएमओ केस में फैसला दिया था, चूंकि इस राहत कोष का संचालन पीएमओ करता है, इसलिए सूचना मुहैया कराई जानी चाहिए. हालांकि वही शैलेष गांधी बाद में केंद्रीय सूचना आयुक्त बना दिए गए, जिन्होंने प्रधानमंत्री राहत कोष की जानकारी सार्वजनिक कराने के लिए लंबे समय तक मोर्चा खोल रखा था. आयुक्त बनने से पहले 2006 में गांधी ने राहत कोष से दो साल में जारी की गई कुल राशि, संस्थाओं की संख्या, सहायता पाने वाले संस्थाओं के नाम, उद्देश्य, कितनी राशि दी गई और बैलेंस शीट मांगा था. लेकिन पीएमओ ने गांधी को स्पष्ट जवाब भेजने के बजाए पीएमओ की आधिकारिक वेबसाइट देखने का निर्देश दिया. शैलेष गांधी ने सूचना आयुक्त नियुक्त होने के बाद इस मामले में ऐसी कोई पहल नहीं की है जो सार्वजनिक जानकारी में हो.
यह मामला जब केंद्रीय सूचना आयोग पहुंचा तो पीएमओ ने दो-टूक कहा कि पीएम राहत कोष चूंकि लोक प्राधिकरण नहीं है इसलिए वह इस कोष के बारे में कोई भी सूचना देने के लिए बाध्य नहीं है. सीआइसी को दिए लिखित जवाब में पीएमओ ने कहा, 'पीएम राहत कोष की स्थापना संविधान, संसद-विधानसभा के बनाए कानून या किसी उपयुक्त सरकार की अधिसूचना के तहत नहीं हुई है. इस कोष पर सरकार का नियंत्रण नहीं है.' पीएमओ के मुताबिक, ‘यह एक प्राइवेट फंड है जो स्वैच्छिक रूप से मिलने वाले दान से चलता है, जिसका सरकार से कोई लेना-देना नहीं है.' पीएमओ ने संसद के दोनों सदनों की कार्यवाही नियमों का हवाला भी दिया, जिसके मुताबिक राहत कोष से जुड़े सवाल को संसद में उठाने की अनुमति नहीं दी जाती है. लेकिन तत्कालीन मुख्य सूचना आयुक्त हबीबुल्ला ने 15 मार्च, 2007 को अपने फैसले में कहा है, 'भले पीएम राहत कोष ट्रस्ट या वैधानिक संस्था नहीं है, लेकिन यह फंड प्रधानमंत्री कार्यालय के नियंत्रण में है और वही क्रियान्वयन करता है. यह स्वतंत्र लोक प्राधिकरण नहीं हो सकता, लेकिन चूंकि इसकी सूचना पीएमओ रखता है, इसलिए लोक प्राधिकरण के रूप में आरटीआइ के तहत वे सारी सूचनाएं उपलब्ध कराई जानी चाहिए जो कानून की धारा 8 के तहत नहीं आती.' लेकिन इस फैसले में आयोग ने लाभार्थियों के नाम को गुप्त रखने की पीएमओ की दलील मान ली.
हरियाणा निवासी और आरटीआइ एक्टिविस्ट असीम तकयार ने 2009 से 2011 की बीच पीएम राहत कोष में दान देने वालों और लाभार्थियों का ब्यौरा मांगा, लेकिन आदतन पीएमओ ने फिर धारा-8 की दुहाई दी. लेकिन 6 जून, 2012 को अपने फैसले में मुख्य सूचना आयुक्त ने कहा, 'यह सच है कि इस राहत कोष में सरकारी फंड नहीं आता. लेकिन यह भी तथ्य है कि पीएमओ इसका संचालन करता है. अक्सर देखा गया है कि कई दानकर्ता अपना नाम मीडिया में प्रचारित करते हैं, इसलिए अगर दानकर्ता अपना नाम गुप्त रखने की मांग नहीं करता, तो समय-समय पर सूची जारी करना एक अच्छा विचार हो सकता है. कम से कम दान देने वाली संस्था का नाम तो जारी किया ही जाना चाहिए.' हालांकि आयोग ने लाभार्थियों के मामले में नाम न बताने के निर्णय को जारी रखा. इस मामले में केंद्र सरकार ने दिल्ली हाइकोर्ट में अपील की. जुलाई, 2012 को सूचना आयोग के आदेश पर कोर्ट ने स्टे लगा दिया. पीएम राहत कोष आखिर पारदर्शिता के मामले में इतना अडिय़ल क्यों है. नाम गुप्त रखना मजबूरी है या माजरा कुछ और है?
विशेषज्ञ की रायः सुभाष चंद्र अग्रवाल सार्वजनिक कोष या निजी जागीर? प्रधानमंत्री राष्ट्रीय राहत कोष को लेकर काफी विवाद रहा है क्योंकि इसमें दान देने वालों और लाभार्थियों के नाम गुप्त रखे जाते हैं. केंद्रीय सूचना आयोग ने अपने फैसले में इस कोष को प्रधानमंत्री कार्यालय से प्रशासित कोष माना है, जिसे अन्य लोगों के अतिरिक्त कई सार्वजनिक प्राधिकरणों से भी धन प्राप्त होता है. यह बड़ा विवाद अब भी बना हुआ है कि प्रधानमंत्री राहत कोष से अनुदान प्राप्त करने वाले लोगों के नाम सार्वजनिक किए जाएं या नहीं. केंद्रीय सूचना आयोग ने दानकर्ता का नाम जाहिर करने को कहा है, अगर वह गुप्त न रखना चाहे तो.
मगर पीएम राहत कोष के लाभार्थियों के नामों का खुलासा अवश्य किया जाना चाहिए क्योंकि ये लाभार्थी एक सार्वजनिक प्राधिकरण से धन प्राïप्त कर रहे हैं. जनता को यह भी जानने का हक है कि पीएम राहत कोष से मदद पाने के आवेदनों को किस ढंग से निस्तारित किया जाता है. शहनाई वादक भारत रत्न बिस्मिल्ला खान ने मीडिया के माध्यम से आर्थिक मदद तथा अपने परिवार के लिए आजीविका के साधन (गैस एजेंसी) का इंतजाम किए जाने के अनुरोध को सार्वजनिक किया. यदि किसी को सरकार की मदद की दरकार हो तो उसे इसमें शर्म नहीं महसूस करनी चाहिए. लाभार्थियों के नामों को सार्वजनिक किया जाना किसी ऐसे व्यक्ति द्वारा अपने अधिकार के दुरुपयोग किए जाने को भी रोकेगा जो अवसरवादी राजनीति के वर्तमान युग में किसी तरह प्रधानमंत्री का महत्वपूर्ण पद हासिल करने में कामयाब हो गया हो. इससे उच्च पदस्थ लोगों द्वारा किसी को इस कोष से मदद देने की सिफारिश पर लिए जाने वाले पक्षपातपूर्ण निर्णयों पर भी अंकुश लगेगा. पीएम राहत कोष सार्वजनिक निधि है और लोगों को अनुदान लाभार्थियों की वास्तविक जरूरतों के हिसाब से दिया जाना चाहिए न कि सिफारिश करने वाले लोगों के हिसाब से.

Invasion of Alexander

Alexander crossed the Indus in 326 BC. After defeating the fierce tribes of the north west, he encountered two powerful kings, Ambhi and Porus. Ambhi. the king of Taxila, sent a mission to Alexander. offering to help him. if his own kingdom was spared. Porus, however, decided tooppose the Macedonian and the battle of Hydaspes (Ravi) was fought on the banks of the river Jhelum. Greek sources mention that Porus was defeated but was restored to his dominion as a vassal of Alexander. Alexander wanted to continue his advance but his soldiers mutinied and refused to go beyond river Hyphasis (Beas) and he had to retreat.

Alexander died in Babylonia in 323 BC. After his death, most of the Macedonians returned home by 31b BC. Though Alexander’s stay in India was brief; it was an important influence. By curbing the fierce tribes who inhabited the hills and passes of North-west India, he paved the way for the rise of a united empire under the Mauryas. Alexander’s campaign opened up and reinforced a number of trade routes between North-Western India. via Afghanistan and Iran to Asia Minor and to the ports along the eastern
Mediterranean.

Types of Buddhism

Hinayana 

(a) Its followers believed in the original teachings of Buddha, (b) They sought individual salvation through self-discipline and meditation. (c) They did not believe in idol-worship, (d) Hinayana, like Jainism, is a religion without God, Karma taking the place of God. (e) Nirvana is regarded as the extinction of all. (f) The oldest school of Hinayana Buddhism is the Sthaviravada (Theravada in Pali) or the ‘Doctrine of the Elders’, (f) Its Sanskrit counterpart, which is more philosophical is known as Sarvastivada or the doctrine which maintains the existence of all things, physical as well as mental, (g) Gradually, from Sarvastivada or Vaibhasika branched oft another school called Sautantrika, which was more critical in outlook.

Mahayana

(a) Its followers believed in the heavenliness of Buddha and sought the salvation of all through the grace and help of Buddha and Bodhisatvas. (b) Believes in idolworship, (c) Believes that Nirvana is not a negative cessation of misery but a positive state of bliss, (d) Mahayana had two chief philosophical schools: the Madhyamika and the Yogachara. (e) The former took a line midway between the uncompromising realism of Hinayanism and the idealism of Yogachara. (f) The Yogachara school founded by Maitreyanatha completely rejected the realism of Hinayana and maintained absolute idealism.

Vajrayana

 (a) Its followers believed that salvation could be best attained by acquiring the magical power, which they called Vajra. (b) The chief divinities of this new sect were the Taras. © It became popular in Eastern India, particularly Bengal and Bihar.

  • The third council was held at Pataliputra during the reign of Ashoka. 236 years after the death of Buddha. It was held under the Presidentship of Moggliputta Tissa to revise the
    scriptures.
  • The fourth council was held during the reign of Kanishka in Kashmir under the President ship of Vasumitra and Asvaghosha and resulted in the division of Buddhists into Mahayanists and Hinayanists

    Buddhist Scripture

    • The Vinaya Pitaka: (a) mainly deals with rules and regulations, which the Buddha promulgated, (b) it describes in detail the gradual development of the Sangha. © Anaccount of the life and leaching of the Buddha is also given.

      • The Khandhakas: contain regulations on the course or life in the monastic order and have two sections - the Mahavagga and the Cullavagga. The thud part - the Parivara is an insignificant composition by a Ceylonese monk.
      • Among the non-canonical literature Milindapanho, Dipavamsa and Mahavamsa are important. The later two are the great chronicles of Ceylon.

    Buddhist logic.
  • Dharmakirti—lived in the seventh century AD was anther great Buddhist logician. He
    was a subtle philosophical thinker and dialectician.

    • Doctrineof dependent origination (Pratisamutpada): Central theory of Buddhist Philosophy. It tells us that in the empirical worid dominated by the intellect, everything is relative, conditional. dependent, subject to birth and death and therefore impermanent.

Liu Zhijun, China's ex-railway minister, sentenced to death for corruption

A Beijing court has sentenced China's former minister of railways Liu Zhijun to death, with a two-year reprieve, for bribery and abuse of power, China's state media reported on Monday, ending one of the country's highest-profile corruption cases in years.
Liu stood trial at Beijing No. 2 Intermediate People's Court on 9 June for accepting £6m in bribes between 1986 and 2011 and using his position to help 11 people win promotions or lucrative contracts, according to the state newswire Xinhua. He had been formally accused in April.
The court also "deprived his political right for life and confiscated all his personal property", the newswire reported. Suspended death sentences in China are usually commuted to life imprisonment. The court's verdict will require Liu to spend at least 10 years in jail.
At the end of Liu's trial, which lasted three and a half hours, the former minister broke down in tears. While reading his final statement, Liu apologised for diverging from his goal of modernising the country's rail system and achieving the "Chinese dream", a slogan adopted by China's newly anointed leader, Xi Jinping. "Prosecutors said Liu had a very good attitude in confession and a strong desire to repent," Xinhua reported.
Liu, the son of a farmer in landlocked Hubei province, began his career at the ministry of railways as a low-level office worker in the early 1970s and slowly ascended through the hierarchy until he was named minister in 2003.
Liu was a driving force behind the modernisation of China's rail system, a project that included building 10,000 miles of high-speed rail track by 2020 – with a budget of £170bn, one of the most expensive engineering feats in recent history.
Analysts say Liu's ruthless efficiency earned him the protection of higher party officials, allowing his corruption to go unchecked. He was placed under investigation in February 2011.
"The big question, of course, every time there's a big corruption scandal, is why did it take so long?" said Jean-Pierre Cabestan, an expert on Chinese politics at Hong Kong Baptist university. "This demonstrates how weak the rule of law in China is, and how personal powers and personal connections can trump all kinds of legal rules."
When a high-speed train crashed in the coastal city of Wenzhou in 2011, killing 40 people, public sentiment turned against the project – many said Chinese leaders had sacrificed too much for economic growth, leaving ordinary people behind. Liu was singled out as one of the disaster's primary culprits, and state media began to highlight his misdeeds and gloss over his decades of achievement.
Analysts have linked Liu's trial to a high-profile frugality and anti-corruption campaign spearheaded by Xi, which aims to repair the party's image in the eyes of an increasingly disillusioned populace. Xi has vowed that the campaign will target both "tigers" and "flies", referring to officials at all levels of the Communist party hierarchy.
Chinese media reports suggest the evidence laid out against Liu represented only a fraction of his malfeasance. His charges did not include assets recovered in related cases, including millions of pounds denominated in various currencies, including euros, US dollars and Hong Kong dollars.
The Beijing Times reported that investigations into Liu recovered 16 cars and more than 350 flats. He had 18 mistresses "including actresses, nurses and train stewards", the state-run Global Times reported in 2011.
"It's really a matter of how much does this really prove that Xi Jinping is serious about anti-corruption, or whether it's really more about ostentatious corrupt practices," said Steve Tsang, a professor of Chinese studies at the University of Nottingham. "And in this case, there's not enough evidence that it's about corruption itself, and not just ostentatious displays of corruption."
