Poet Philip Levine wins $100,000 prize in US

One of the most honoured poets in the U.S., Philip Levine, has received a $100,000 lifetime achievement prize.
The American Academy of Poets announced Thursday that Levine, a Pulitzer Prize winner and former U.S. poet laureate, has been given the Wallace Stevens Award.
The 85-year-old Levine is known for his detailed portraits of the working class. His books include “What Work Is” and “News of the World.”
The academy awarded Patricia Smith’s “Shoulda Been Jimi Savannah” the Lenore Marshall prize, worth $25,000, for the best book of poetry in 2012. Carolyn Forchş received a $25,000 fellowship stipend, and John Taylor won a translation award that includes a $25,000 stipend and $10,000 cash prize.

Moin-ud-Dowla Gold Cup: Tamil Nadu retains crown

A fluent century by B. Aparajith (123, 128b, 8x4, 2x6) and a fine spell by left-arm spinner Rahil Shah (five for 40) helped Tamil Nadu defeat Delhi by 88 runs and retain the All India Coromandel King Moin-ud-Dowla Gold Cup here on Thursday.
The three-day final was reduced to a 50-overs-a-side after just seven overs of play was possible on the first two days.
Put in, Tamil Nadu scored a commanding 294 for four in 50 overs, thanks to the knock by India under-19 batsman Aparajith. It was a treat to watch as he essayed strokes on either side of the wicket. The two huge sixes — into the stands — over mid-off off left-arm spinner Varun Sood were special. This was Aparajith’s second century of the tournament.
Big partnership
Together with S. Aniruda (78, 102b, 4x4, 2x6), Aparajith put on 153 runs off 180 balls for the second wicket after Tamil Nadu captain K.B. Arun Karthick (1) fell cheaply to fast bowler Parwinder Awana in the third over of the innings.
On an evenly-paced pitch and chasing a big target, Delhi lost momentum as it kept losing wickets at regular intervals. It was disappointing to see most of the top-order batsmen throwing away their wickets after looking good.
For Tamil Nadu, left-arm spinner Rahil Shah (9.1-0-40-5) was the pick of the bowlers as he struck every time Delhi’s hopes of coming back into the game brightened.
The winner got Rs. 1 lakh and the runner-up Rs. 50,000.

Maharashtra Government Set up Manodhairya to help Rape Survivors

Maharashtra state government on 11 September 2013 announced its scheme Manodhairya to help rape survivors and child victims of sexual abuse. They will be given financial help of 2 to 3 lakh rupees. In 2009 the Code of Criminal Procedure had been amended which made it mandatory for the States of India to set up a victim compensation relief fund for victims of rape and sexual assault and acid attacks.
The scheme will be implemented by the committee to be formed under the District Collector. Victims of acid attacks will get help of 3 lakh rupees, in case of permanent handicap and 50000 rupees will be given for other treatment of other injuries.
In addition to financial help, either victims or their relatives will be provided with services such as counselling, housing, legal aid, education and professional training.
The Maharashtra government also decided to increase the number of counselling centres working within the premises of police stations.  Presently, Maharashtra has 90 such centres.

European Commission adopted a Plan for Telecom Market Reform

The European Commission (EC), executive body of the European Union (EU),on 11 September 2013 adopted a plan for telecom market reform called Connected Continent which among other measures would include reduction in consumer charges. The EC paved the way for its most ambitious plan in 26 years, aiming to make Europe a global digital leader again, reports a news agency.
Launched by the EC President Jose Manuel Barroso in his 2013 State of the Union speech, the Connected Continent legislative package will reduce consumer charges, simplify red tape faced by companies, and bring a range of new rights for both users and service providers.
Moreover, substantial progress towards a European single market for telecoms is essential for Europe's strategic interests and economic progress, for the telecoms sector itself and for citizens who are frustrated that they do not have full and fair access to internet and mobile services.
The new legislation promised a great future for the mobile and internet market in Europe. The telecom sector makes up nine percent of Europe's digital economy, as all sectors increasingly depend on connectivity to be globally competitive and deliver services.

TRAI released Guideline for Television Rating Agencies

The Telecom Regulatory Authority of India (TRAI) on 11 September 2013 released Guideline for Television Rating Agencies. Guidelines would cover registration of the rating agencies and their eligibility norms, cross-holding, methodology, complaint redressal, sale and use of ratings, audit, disclosure, reporting requirements and penal provisions.

The salient features of the recommendations are
• The Authority supports self-regulation of television ratings through an industry-led body like Broadcast Audience Research Council (BARC).
• To ensure that the shortcomings of the present system are addressed guidelines have been recommended.
• Any agency meeting the eligibility conditions can apply and get registered with MIB for doing the rating work.
• MIB to notify the guidelines for regulating the television rating agencies based on TRAI’s recommendations, within two months.
• All rating agencies are required to comply with the guidelines.
• Guidelines to cover registration, eligibility norms, cross-holding, methodology, complaint redressal, sale and use of ratings, audit, disclosure, reporting requirements and penal provisions.
• The number of panel homes for collecting television viewership data will be a minimum of 20000 to be set up within 6 months of the guidelines coming into force. Thereafter, the number of panel homes shall be increased by 10000 every year until Panel Size reaches 50000.
• The panel homes to be selected from a pool of households, selected through an establishment survey which shall be at least 10 times the number of panel homes for audience measurement.
• Voluntary code of conduct by the industry for maintaining secrecy and privacy of the panel homes.
• Restrictions on substantial equity holding of 10% or more between rating agencies and broadcasters/advertisers/ advertising agencies.
• The rating agency to set up an effective complaint redressal system.
• Data/reports generated by the rating agency to be made available, on paid basis, to all interested stakeholders in a transparent and equitable manner.
• The rating agency to get its entire methodology/processes audited internally on quarterly basis and through an independent auditor annually. All audit reports to be put on the website of the rating agency.
• Penal provisions for non-compliance of guidelines including financial penalty from 10 lakh rupees   to 1 crore rupees and cancellation of registration.
• Six months time given to the existing rating agency to comply with the guidelines.

The Ministry of Information and Broadcasting (MIB) had requested TRAI to provide its recommendations on issues related to guidelines/accreditation mechanism for accreditation of TRP rating agencies in India, under Section 11(1) (a) of TRAI Act, 1997.

TRAI issued a Consultation Paper on Guidelines/Accreditation Mechanism for Television Rating Agencies in India on 17 April 2013, seeking comments/views of the stakeholders. Open House Discussions were also held on 1 July 2013. Based on comments received in the consultation process and its own analysis, the Authority finalized its recommendations.

Lok Sabha and Rajya Sabha prorogued by The President

Both Lok Sabha and Rajya Sabha was prorogued by the President of India Pranab Mukhrjee on 10 September 2013. Lok Sabha (Lower House of the Parliament) was adjourned sine die on 6 September 2013 and Rajya sabha (Upper House of the Parliament) was adjourned sine die on 7 September 2013.

During monsoon session, the landmark Food Security and Land Acquisition Bill, Pension Fund Regulatory and Development Authority Bill, Companies Bill, SEBI Bill, Waqf Board (Amendment) Bill, Parliament (Prevention of Disqualification) Amendment Bill and Representation of the People (Amendment and Validation) Bill, were passed by both the Houses of the Parliament.

About sine die
• Termination of a sitting of the House (either Lok Sabha or Rajya Sabha), without any definite date being fixed for the next sitting
• The Speaker shall determine the time when a sitting of the House shall be adjourned sine die or to a particular day, or to an hour or part of the same day
• Provided that the Speaker may, if he/she thinks fit, call a sitting of the House before the date or time to which it has been adjourned or at any time after the House has been adjourned sine die.
About Adjournment of the sitting of the House
• Termination of the sitting of the House, which meets again at the time appointed for the next sitting.

About Prorogue
Prorogue is the termination of a session of Rajya Sabha or Lok Sabha by an order made by the President. According to article 85(2) the Constitution of India, the President may from time to time prorogue the Houses or either House.

Sports Ministry formed a Steering Committee to manage Sports Events Till 2020

The Ministry of Youth Affairs and Sports on 11 September 2013 decided to form a Steering Committee to monitor and coordinate the work related to major international sports events till the Tokyo Olympics in 2020. The Committee will decide core probables and review their performance every three months for deciding who needs to be retained, dropped or added. It will also be responsible for taking up the cases where quick decisions are required on the part of the Ministry including arrangements of additional funds.
The ten-member panel will be headed by Secretary (Sports) and Executive Director (Teams) and Sports Authority of India will be its Convener.

Jacques Rogge retired as the President of International Olympic Committee

Jacques Rogge of Belgium on 10 September 2013 retired from the post of the President of International Olympic Committee (IOC). He has served IOC as its President from 6 July 2001 to 10 September 2013. He was the eighth President of IOC. He was succeeded by Thomas Bach of Germany.

About Jacques Rogge
• By profession, he was an Orthopaedic surgeon.
• He joined IOC as its member in 1991 and Executive Board member in 1998.

His sports career
• He competed in the yachting competitions at the Games of the Olympiad in Mexico in 1968, Munich in 1972 and Montreal in 1976.
• He was also a member of the Belgian National Rugby Team. Jacques Rogge has also served as the President of the Belgian National Olympic Committee from 1989 to 1992.
• He became President of the European Olympic Committee in 1989

Puneet Talwar appointed as the Assistant Secretary of State for Political Military Affairs

Puneet Talwar, an Indo American was nominated as the Assistant Secretary of State for Political-Military Affairs by the US President Barack Obama on 11 September 2013. Political Military Affairs is the Department of State's principal link to the Department of Defence. He is the second Indian-American to be nominated as the Assistant Secretary position in the State Department. In July, Nisha Desai Biswal became the first person of Indo-American origin to be nominated as the Assistant Secretary of State for South and Central Asia.

• He was the chief advisor on the Middle East to Vice President Joseph R Biden, who was then the chairman of the Senate Foreign Relations Committee from 1997 to 1999.
